Recently, a number of users report the issue that their Start button is not working or Start Menu won’t open. Step 1. Navigate to Settings
Step 2. Select Update & security
Step 3. In the left pane, click Recovery

Step 1. Press Windows + R altogether to launch the Run dialog box
Step 2. Type powershell and hit the Enter button to open Windows Powershell
Step 3. Copy and paste the command below and hit Enter
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Step 4. Once the command execution is finished, enter Exit and hit Enter to close Powershell
The issue that the Start button not working in Windows 10 or the Start menu not working in Windows 8.1 or Windows 8 could also be caused by corrupt or missing system files. Therefore, you could run the SFC command (System File Checker) to repair or restore the problematic system files. Follow these steps:
Step 1.Press Windows +X simultaneously and select Command Prompt (Admin)
Step 2. Type the sfc /scannow command and hit Enter
Note: Make sure to put a space between “sfc” and the slash.
Step 3. The SFC utility will scan out all corrupt system files and then repair them. The process will take several minutes
Step 4. Reboot your computer
